Welcome and Introductions – Dave Tripp
· Dave welcomed everyone and thanked Snyderville Basin for hosting the meeting. Minutes from October's meeting were approved. Dave mentioned that a few of the committee attended the State Water Quality Board meeting to show support for the new TMDL.
Update from Swaner EcoCenter – Nell Larson
· Nell talked about the new monitoring station that has been installed in the creek near the Glenwild Bridge. The hope is that the data will be used in an interactive display that will be built at the eco-center. Nell also told the group that the display computer has arrived at the eco-center and that it was the only component we had to purchase.
· Restoration work is on hold for the winter but will start again when the weather is better.
Information and Education Subcommittee – Savannah Wake
· A portion of the I&E money from the earmark grant was spent on the following: dog waste campaign, stormwater campaign, and promotional items (to use at public events).
· Ads will run in the Park Record from March through October alternating between the dog waste and the stormwater ads.
· A small stormwater model was also purchased with the funding and is available to be used in the watershed to teach about stormwater runoff.
· Mike Luers brought up the article about the history and restoration efforts in the watershed that was written for the Park Record. He also mentioned the flyer that was created to explain the TMDL to the residents of the watershed. The phosphorus map and report that was created to help identify phosphorous rich soils in the watershed has been printed and is ready for distribution.
· Mike L. asked Jeff S. and Derrick R. for ideas how to inform city and county workers about this new resource. Derrick R. said that from the county he is the only one that needs the information. Jeff S. will set up a time with Mike L. to distribute the information to the city.
· Mike L. noted that the EPA is threatening to enforce stormwater permitting. We would like to keep this from happening. Controlling sediments will help keep this from happening. This mapping document is part of the effort to help control sediments.
· Jeff S. said that Park City already has a program that you can search by address to find information about building in that area, he thinks this would be a good addition to that program and could be added as a layer to their GIS system.
Kimball and East Canyon Creeks 2010. What is coming 2011. –

· Lars gave an overview of the projects that have been done along the creeks and the property owners that have shown interest in doing restoration work in 2011.
Water Wars – Mike Luers
· Weber Basin has come up with a concept for the wholesaling of the water in the basin. The goal would be to ease the tension between water companies.
· Mike also discussed due to the increase in snow making in the basin, winter time flows in the creeks are now becoming an issue.
· The State is asking that ammonia treatment at SBWRD is increased which means that a new system may need to be added.
Basin Recreation preliminary trail plans – Senta Beyer
· Senta talked about a new trail that is in the design phase that will connect two existing trails and will parallel the north side of the creek. The area where the trail will be built is the same area that we are planning our 2011 restoration work. Basin recreation wants to make sure that the trail does not have a negative impact on the areas we are trying to restore.
· The trail will be 8-10 feet wide paved and fenced with possible fisherman access points.
· The design should be finished before our next meeting, it was suggested that a copy be sent out to the group for comment. Senta will send copies as soon as the design is finished.
· Senta will come to our next meeting with more information to present to the group.
Division of Water Quality Issues – Kari Lundeen
· Update on East Canyon Reservoir and Creek TMDLs
· The EPA approved the TMDL.
· Kari thanked those that came to the Water Quality Board to show their support for the TMDL.
· The TMDL has been opened for public comment.
· Kari mentioned that we are in the targeted basin for the 319 funding in 2012.
Other items
· Insa Riepen-Recycle Utah is planning their annual water festival but a date has not been set.
Starting in May and June seeds will be available for revegetation of private properties.
The second Saturday in May is the Silver Creek clean up and volunteers are needed.
· Jeff Schoenbacher-Mentioned that they have been working with Weber Basin Job Corps and they may be able to help with Insa's stream clean up day.
Also data about the Bio-cell on Silver Creek has been published if anyone is interested contact Jeff S (there is also information available on the East Canyon website).
· Scott Paxman-The sink hole in silver creek has been plugged and flow is back in the creek.
