Meeting notes for 9/15/05

Dave Tripp called the meeting to order at 9:30 am. All present introduced themselves and the organization they represent. Dave congratulated Lee on the $30,000 educational grant he just received.

Greg Larson gave an update on the plantings at Swaner: 800 willows and 700 cottonwoods. Approximately 700 linear feet of Christmas tree revetments were also installed along eroding sections of banks. High Country Flyfishers have donated funds for a cross-vane on the creek to improve fish habitat. It will be installed next Thursday. The 700 cottonwoods from Northern Arizona University have had a thirty percent mortality rate. NAU will replace the dead cottonwoods next spring.

Barbara Carey gave an update on Wildlife Habitat Improvement Program funding in the Snyderville Basin. The group felt that NRCS should send a news release on the project to the Park Record.

Lee Duncan detailed the Park City Mountain Resort program on Treasure Hollow. The resort is replacing a snow making line and fixing a gully. The new channel will be lined and have drop structures in place to slow the velocity of the water. According to the model, the sediment should be reduced by 69% from present conditions.

Gaylynn Mooney gave a briefing on the goldfish problem in the Silver Springs lakes. The phosphorus level is five times normal and there are 4-6000 pounds of goldfish in the large lake. The remediation plan calls for the lake to be drained and rotenone applied to the remaining puddle. The drainage and water control structures will then be evaluated and repaired as necessary. Diffusion aerators will be installed along with spawning bed improvements. Gaylynn has used Trout Unlimited and Charlie Thompson, retired from DWR , as resources. SBWRD needs a firm drain date due to their construction in the area. Gaylynn explained that the lake is not lined and she needs a source of Bentonite. Jeff suggested lime slurry cake from powerplants.

Mike Luers gave an update on the BOR water supply study. It showed that available water is not sufficient to meet need. He was successful in getting BOR to include 1100 acre feet for base flow in East Canyon Creek in the demand of the study. The report is due out this month with public meetings starting in November. Mike will let us know when the public comments are open.

Lee Duncan briefed the committee on the $30,000 he received as a 104(3b) water quality training/educational grant. He will need $20,000 of matching cash or in-kind. Lee asked for volunteers to form an Education sub-committee. Insa, Mary, Gaylynn, Derek, Jeff, Greg, Tina, Mike and Jill volunteered. The first meeting was set for October 13 from 10-11 at Swaner. The committee needs to develop a line of questions so that they conduct a survey, develop I and E materials and conduct workshops to HOA’s resorts, golf courses, etc. He will need to give a progress report update in Novmeber to the State regarding all grant activities. By showing effective progress, future grants are more likely.

Lee also said he is looking into mapping out the naturally occurring phosphorus in the watershed. There is about $20,000 of 319 funding available for the project. He is contacting consultants and hopes to have the project completed by next fall.

Insa gave a briefing on how important it is not to dispose of expired medications improperly. Mike added that the SBWRD does not have the equipment to filter the substances from the water. Recycle Utah will have a Hazmat collection at the center on Saturday, September 24th from 9-12 pm. Insa needs trained volunteers for the event. Derek mentioned that Summit County is going through the budgeting process for the upcoming year. He might have funds available for storm water problems and matching the educational grant.

The next ECWC meeting will be held December 1, a Thursday at 9:30 am in the SBWRD conference room. Dave adjourned the meeting at 11:00 am.
