Ray Loveless thanked everyone for coming and asked everyone to introduce themselves and state what organization they represent. He stated that he was stepping down as chair and introduced Dave Tripp as the new chair. Dave thanked everyone for the opportunity.

Ray reminded the committee of the stream alteration permit for East Canyon Creek. He had some concerns about being listed as the responsible party on the permit. Daren Rasmussen told Ray that Lee Duncan is listed as the agent on the permit and asked him if he wants to transfer the permit to someone else because someone has to be listed as the responsible party. Ray said Lee will monitor use of the permit and for now Ray will remain on the permit. Dave Tripp asked how long the permit lasts. Daren stated the permit is good for 5 years and said an individual or legal organization must hold the permit. Dave asked if the committee needs to review projects implemented under the permit. Ray informed him the Kamas Soil Conservation District reviews all the projects.

Lee Duncan gave an update on the restoration efforts on East Canyon Creek and the tributaries.
Tina Qualye gave an update on the stream restoration project on the Swaner Nature Preserve. So far, about 800 willows have been planted along their portion of East Canyon Creek. They are starting to address the weeds on the preserve and thousands of cottonwoods will be planted over the next 5 years along the stream. Tina thanked Lee and Russ Lawrence for their help with the project. Revetments will be installed starting in July to help stabilize eroding banks. On June 11th the Swaner Preserve will hold a Wetland, Wildlife, Wildflower, Weeds and Watershed Festival from 1 to 3.
Barbara Carey past out information an about the Wildlife Habitat Incentive Program (WHIP) that is available for the landowners in the Snyderville Basin. The program is for improving wildlife habitat but it will also benefit water quality. The program has a 75% cost share and the deadline for signing up is June 30th.

Mike Luers gave a powerpoint presentation about what efforts have been taken so far to improve water quality in the watershed. The presentation also explained the sources of the water quality impairments and the financial impact poor water quality has on the sewer district and its customers. This presentation has also been given to the local planning commission. Dave Tripp asked about the response of the planning commission to the presentation. Mike stated it has been a positive response and he feels they see the importance of controlling non point source pollution and the importance of the stream.

Jenni Smith updated the committee about the Treasure Hollow erosion Control and Gully Repair Project that will be implemented this summer on Park City Mountain Resort. The project involves lining the existing gully with geo fabric and creating a low flow channel. The entire trail will then be regarded and revegetated to stabilize the new channel and ski slope. Soil lose after project completion is projected to be reduced by 69%. The project should be completed by August, 2005.

Jeff Schoenbacher gave an update on the dredging project for pond #9 on the Park City Municipal Golf Course. The project will remove up to 5000 cubic yards of sediment from the pond and ultimately from the East Canyon Watershed system. The sediment will be deposited at Richardson Flats. Project cost is $120,000. Additional sediment detention basins will be installed above the pond. Jeff also mentioned that 10 stormwater detention basins will be integrated into the Park City stormwater system.

Lee Duncan informed the committee of the status of the Information and Education grant he submitted. At the previous meeting he stated that the grant was only partially funded through the 319 program. Presently the grant is under review and could possibly get fully funded through the 104(3b) program. Lee stated he should know more sometime in July.

Steve Noyes updated the committee on the status of the Bureau of Reclamation Snyderville Basin Water Supply Study. He explained the BOR was mandated to do the study and they have had public meetings in April and there has been a 3 week period for public comment. A core team was put together to address the comments. In the study 1100 ac/ft per year will be needed to keep minimum flows in the creek during the low flow period. The study also says there will be a deficit of 14,500 ac/ft per year by 2030 and a deficit of 20,100 ac/ft by 2050. The Park City and Snyderville Basin areas have the highest per capita water use rates in the state and water conservation must take place for future demands to be met. Water rights will also limit future options. An updated draft of the report will be available August 1st and public meetings will be held in mid August.

Insa Riepen talked about the 4th Annual Water Festival that took place on April 21. About 500 4th graders attended the festival and it was a great success. Insa asked for signed letter of support from the committee members for the Haz-Mat trailer. The trailer will help keep hazardous materials out of the streams.

Dave Tripp thanked everyone for coming and explained that each organization that each person represents is part of a team effort and there are a lot of problems to address.
