Welcome and Introductions
Kay Richins explained his upland water quality project to improve East Canyon Reservoir. They manage about 20,000 acres of land, 2400 sheep. Basic range improvements that comply with NRCS standards will be built. Three plans are located on East Canyon Resort, Goldfleck, and their own private land. Protect and enhance the vegetation through proper grazing. This will spread the animals out more, improve grassland, and therefore reduce erosion. Mostly consists of spring development, pipelines, and troughs. The cost of the project East Canyon: $85,550 ($51,330), Goldfleck: $40,500 (24,300), Richins property: $10,750 ($6,450). Committee consisting of Ray, John, Larry, 21st East Canyon Resort 9:30 AM.
Mike Luers reported on the Coalition. 319 grant $125,000 study. Working to come up with the $50,000. Will sign a contract with John next week. Will solicit a consultant. Mike thanked Mary Perry for the work she has done to help raise money for the project. The flow peaked at about 200 CFS earlier, but has backed off quite a bit now. Running about 60 CFS now.
Mike talked about the gauging stations with USGS. They are looking at stream segments between the gauging stations, and are looking at seeping as far as gains and loss.
Ray discussed the Governors watershed initiative and passed out some information pertaining to that. Mary Perry with High County Fly Fishers has adopted a segment of East Canyon Creek and is willing to have her group participate. The segment from Kimball Junction down to the SBWRD is an easy access area and has a lot of potential. Marilyn Stark with the Park City School System is working with the 4th grade. Insa will help do public service announcements.
Insa reported on the RC&D event April 21 to 23 at the Yarrow on nonprofit education, water education, and alternative energy. Tonight is a water conference with most of the water companies. They have a task force one of the goals will look at local ordinances for the county and cities. Also will look at giving tax credit for plantings other than turf. Will have a tour of gardens in the valley. April 13th will be a workshop smart sensors installers, reps, landscapers, April 29th is the water festival. Will be have a day for native plant sales. July 10th and 17th is the tour of gardens.

Barbara Carey discussed the upcoming RC&D activities coming up. See the handout. Rees Creek July 8th tour – Weber Basin Committee. Oakley membrane filter treatment plant. Great Salt Lake RC&D is now a 501 C3 and will become more active in Morgan County. Agenda for the the Utah Association of RC&Ds.
Monitoring Weber Basin will collect samples on the reservoirs and inlets and outlets. EC, Echo and Rockport. Starting in March. Twice a month during spring, once a month during summer and fall.
Next meeting will be June 15th at EC Resort. We will have a tour after the meeting of the MacFarlane Ranch.
